Should vinyl siding be overlayed on old siding?

I got a price range of 8k to lay new vinyl on old siding. The contractor said that won’t be a problem, but I believe it is. Shouldn’t it be better to take off the old siding and install a barrier? I think the guy just wants to do a quick install.
