My house has cedar siding and most of it is either beginning to or already rotting. A contractor said he would install new siding (Craneboard) on top of the old siding. Wouldn’t it be better to remove the old rotting siding first?

I was given a couple of quotes for an installation of vinyl siding on a standard size two car garage and a garage door (no opener-just the door). The cheapest quote was for $2,500. This includes trim and tyvex of course. This in the Chicago land area. Anyone know if that’s a good price?
