is it ok to put vinyl siding on top of cedar siding? I am not sure if there is rotten wood underneath the?

The guy who gave me the estimate told me that you can put siding on top of the cedar siding which i think might be rotten underneath. is this one way for them to just do that job and get their money and let the whole thing rot and fall off?
