How do you remove the electric meter form the house to place over new vinyl siding?

I am in the process of vinyl siding my house. The building inspector said that I could not J-channel around the meter and that the meter box needs to be removed and installed on the surface of the new vinyl siding. It is my understanding that there are four screws behind the meter which holds the box to the house. How do you get to those screws? Is this easy enough to do yourself or should an electrician do this or do I have to call the utility compnay? I have pulled a permit for electrical?
