the vines are completely dead.the siding has to be cut like tile when it is replaced but it has a “paper like”texture to it.

I tried loading it up with paint but they are still there. The siding looks great looking directly at it. But when you look sideways, another story. Do I use caulk?

My house is built on a slab and near the front entrance, the siding goes all the way down and meets the concrete slab. Right along the seam, the concrete has started to crumble away ( I think it was already patched at some point in the past) and whatever caulking was used to seal the seam, seems to be wearing out. So, how do I repair this? Do I need to level it out with concrete and then caulk it? What kind of caulk or sealant should I use? Thanks!
