Most siding has a warranty against discoloration. Look to see if you have any proof that your siding has a warranty, then get new siding. Then install or hire someone to install the new siding for you :)

its not all that hard to re-do vinyl. The material is typically attached with roofing nails that are not pounded in flush to the material. This is very important, as vinyl siding expands and contracts with temperature. By removing it from top to bottom you'll be able to see how it is done. Save the trim around the windows and doors so you can see how long to cut the new trim and how to cut the corner pieces so they match up nicely.

If you are reasonably handy, you can do this. Get the install guide at your lumber yard and be sure to buy more material than you think you need as long as you can return unused material. that protects you from having a color mismatch if someone comes along and buys out the inventory after you get what you think you need and end up needing a bit more. you don't want to mix production runs if you can help it.

Also, be sure to install from the back of the house to the front when doing the sides so you don't have the overlaps show as much from the street view. that will be covered in the install guide.
