good stucco might be good, or wood hardy board.

Concrete filled cinder block, with rebar reinforcement, is the ony thing that is truly economical when you consider the fact that this area is seriously hurricane prone. I live in SC, which is also hurricane prone, but not to the extent of TX, LA and AL. Figure in all the costs, not just your out of pocket.
EIFS bad. No insurer will carry your insurance policy if you have this on your home.

An efis system basically cement applied over foam insulation system which is energy foam insulation system basically cement applied over foam which can be colored any color you about 67 sf.
