Tyvec house wrap (typical brand name) is actually pretty good stuff, and is recommended to help keep drafts from coming in, moisture from seeping in, and even helps provide a bug barrier. It is "ok" to install siding without, but to help with your bills and overall longevity, I would suggest you query the installer as to the reason why the wrap was Not used. Good luck.
