Is the white trim looking section right below the roof vinyl siding?

I HAVE THAT PEICE MISSING. YOU KNOW HOW THE ROOF SORT OF STICKS OUT A LITTLE FROM THE SIDE OF THE HOUSE AND THEN UNDER THAT THERE IS THE RAIN GUTTERS, WHAT IS THAT MADE OF? i HAVE VINYL SIDING ON MY HOME AND THATS FINE BUT THE WHITE TRIM LOOKING PEICES ARE NOW FALLING DOWN, ALL IN LIKE 4 FEET LONG BY 1 FOOT WIDE SECTIONS, AND I HAVE TO REPLACE THEM. I HAVE TO REPLACE 2 IN THE FRONT OF THE HOUSE THAT FORM THAT PEEK AND 2 ON THE SIDE OF THE HOUSE THAT IS JUST STRAIGHT. IS THIS VINYL SIDING OR SOMETHING ELSE? ALSO WHO DO I CALL TO REPAIR IT?
